If you are asking who should ask the other out on a date OR who should pay for the date, both really depend on the age and maturity and to a degree, their financial situation. If you, the lady, really want to go on a date with a man that you really like and are attracted to and they haven't asked you, then you can drop hints or just ask. The worst that can happen is what happens to a lot of men every day and they may say, no thank you. As far as paying for the date, I am from an era where the man pays just because he is a gentleman although it seems that those days may be far in the past for some younger people. I am sure that there are gentleman on here still as I have seen it in some of their comments. A "first" date could also go dutch, but that should be brought up at the beginning of the date or even before the date so there are no misunderstandings. Just my 2 cents worth.

..should on a date..is it a man or woman? Based on what is shown... you think you are already on the date, and something about a man or woman. If you're on a date, the man and woman are having sex. If there is no sex, nothing sexual, then the man and woman are not on a date, but only hanging out. Is it a man or woman? Sometimes difficult to determine, unless up close... there are all kinds of weirdos out there. If you agree to go on a date with man, then you should be sexually attracted to that man. If you are not, then you should not be going out with him. Dates are about getting laid. Hanging out is about getting to know each other. Going out to a meal, drinks or movie, or all , is NOT a date. This is hanging out. There is no sex, nothing sexual, so you cannot say your are dating him. If you go out with him for a meal , drinks or entertainment, you pay your own way. Men are not obligated to spend his money on his social equal.
